ST. GEORGE’S, GRENADA, APRIL 6TH- The ruling National Democratic Congress is pushing back against mounting allegations of impropriety surrounding Project Polaris — Grenada’s proposed medical city — insisting that public funds were handled with full transparency, even as Prime Minister Dickon Mitchell and his inner circle remain silent.

At the heart of the controversy is a web of transactions that critics say raises serious conflict-of-interest concerns.

Public records show that EC$36 million in taxpayer money — including an EC$16 million draw from the consolidated fund and EC$20 million in government bonds — was used to purchase 84 acres of Calivigney Estate land, yet title rests with a private company, Grenada Asset Bank Company Limited, rather than the Government of Grenada.

More damaging is what surrounds that central transaction.

The Prime Minister’s own law firm, Mitchell & Co., perused the original conveyance.

Partners for Development Inc. — a company listing Mitchell and Project Polaris Sponsor Andrea St. Bernard as directors — purchased three adjoining acres on August 5, 2025, with paperwork prepared by the law firm of Mitchell’s Chief of Staff.

The same day, Partners for Development mortgaged that property back to the same company that sold it to them.

Critics allege the arrangement amounts to insider positioning — a scenario where the Prime Minister’s private company stands to benefit as land values around a government-funded development rise.

NDC Public Information Officer Ron Redhead, speaking exclusively to the Bubb Report on Sunday, rejected the characterization.

“We are confident that there is no breach of public trust as relates to the purchase of the property,” he said, adding that Project Polaris “is not a private thing — it is a public initiative.”

Redhead also suggested that anyone seeking specific information could “write through the chairman of the Public Accounts Committee to request any specific information that they wish.”

Mitchell and St. Bernard have not publicly addressed the allegations directly.
