ST. GEORGE’S, GRENADA, MARCH 4TH — The Dickon Mitchell administration has appointed senior public officer Finley Jeffrey as the new Clerk of Parliament, in a reshuffle of permanent secretaries formalized in an official government circular dated February 27, 2026, taking effect from March 1, 2026.

The appointment ends speculation about who would fill the role vacated by acting Clerk of Parliament Adrian Joseph, who stepped down from the post to accept a political appointment as the New National Party (NNP) Caretaker Candidate for the St. George North-West constituency.

Jeffrey, who previously served as Permanent Secretary in the Ministry of Housing and simultaneously held the role of Permanent Secretary with responsibility for Community Development in the Ministry of Social and Community Development and Gender Affairs, now steps into one of the most constitutionally significant administrative positions in Grenada.

The Clerk of Parliament serves as chief accounting officer and procedural advisor to the Houses of Parliament.

The Jeffrey appointment is the headline change in a wider reshuffling of senior public officers. A circular, signed by the Secretary to the Cabinet, Carvel Lett, outlines a series of reassignments effective March 1, 2026.

Andrew Augustine, who had served as Clerk of Parliament prior to Joseph’s appointment, has been reassigned to the Office of Permanent Secretary in the Ministry of Climate Resilience, the Environment and Renewable Energy.

Mrs. Sylvia Bennett-Thomas, who held the post of Permanent Secretary with responsibility for Infrastructure and Physical Development, Public Utilities and Civil Aviation in the Ministry of Infrastructure, Physical Development, Public Utilities and Transportation, is being moved to take on the responsibilities previously held by Jeffrey — namely the Ministry of Housing portfolio and community development duties within the Ministry of Social and Community Development and Gender Affairs, as well as the PS Project 500 brief.

Notably, the circular indicates that the government has effectively severed ties with two senior public officers in their current roles. Ms. Marasie Francis, who served as Chief Personnel Officer at the Public Service Commission, and Kim Taylor, who served as Permanent Secretary in the Ministry of Health, are both departing their positions.

The official document expressed the government’s gratitude to both Ms. Francis for her service in the Office of the Chief Personnel Officer and to Ms. Taylor for her service in the Office of the Permanent Secretary, Ministry of Health.

No further explanation for their departures was provided in the circular.
