DUBAI, United Arab Emirates, January 27-The Dickon Mitchell administration has quietly launched a new initiative called “Citizenship by Invitation” to extend the government’s Citizenship by Investment (CBI) program.
This move appears designed to target high-net-worth individuals (HNWIs) and offer them an expedited path to Grenadian citizenship through investment.

While the government has made no official public announcement, the program was unveiled in December at the Arton Capital Global Citizen Forum in Dubai.
The new program is set to prioritize the applications of these handpicked applicants, reducing the usual processing time to a minimum of three to four months.
Arton Capital, known for facilitating investment migration, has teamed up with the Investment Migration Agency (IMA) Grenada to make this vision a reality.
“For much less than $20 million, individuals can engage with the Prime Minister and help shape the future of this country,” said Armand Arton, founder of Arton Capital.
He mentioned prominent figures such as Elon Musk, noting how such individuals might be drawn to make meaningful contributions to Grenada’s development.
Thomas Anthony, CEO of IMA Grenada, voiced strong support for the initiative.
“It’s about access—access to individuals with the experience, expertise, and network to help drive investment in key areas,” he explained.
Grenada’s CB source market has seen high volumes of applicants from countries like China, Nigeria, and the USA.
