ST. GEORGE’S, Grenada March 9- The Grenadian government has laid out an ambitious agenda to overhaul the nation’s struggling healthcare system, with key investments to improve service delivery, expand access, and strengthen infrastructure.  

During his 2025 budget presentation in Parliament on Friday, Finance Minister Dennis Cornwall emphasized the administration’s commitment to transforming the country’s health sector. 

The government has extended the honorarium for doctors and nurses. Doctors will continue to receive an annual stipend of $12,000, while nurses will receive $6,000 in 2025.  

“While we continue to diligently tackle the longer-term HR challenges, incentivizing our doctors and nurses remains necessary to stem their attrition to other countries,” Cornwall stated. 

One of the most significant initiatives outlined is constructing a modern, state-of-the-art hospital under the banner of Project Polaris.  

Cornwall announced that 2025 will be a critical year for finalizing design and financing, with construction set to begin at the Hope Vale site in early 2026. 

“The new hospital will be designed to offer a higher standard of care, expanded specialist services, and improved diagnostic capabilities,” he noted. 

The government has approved the establishment of a Special Fund at the Eastern Caribbean Central Bank (ECCB), with an initial deposit of US$25 million as part of the overall financing strategy.

The long-anticipated National Health Insurance (NHI) scheme is also gaining momentum.  
$2.4 million has been allocated to advance the legislative and institutional framework for NH’s implementation. This will include finalizing the coverage model, engaging stakeholders, and launching public awareness initiatives. 

“Ensuring equitable access to healthcare remains a priority for this Administration,” Cornwall said. “This Government’s simple commitment to our fellow citizens: We WILL get it done.” 

The government is partnering with Mount Sinai Hospital, one of the largest teaching hospitals in the United States, to assess Grenada’s healthcare system comprehensively.  

The findings will help guide the development of the new hospital and broader health sector reforms, ensuring that investments are targeted and impactful. 

A key element of these reforms is the planned statutorization of Grenada’s hospitals, a move aimed at improving efficiency and service delivery across the board. 

Plans have also been announced to expand access to mental health services, reduce stigma, and integrate mental health support into primary care.  

Additionally, the construction of the Mirabeau Rehabilitation Centre will commence as part of the broader strategy to enhance mental health infrastructure.
